I've run the client (even Admin and Dev client) on my Acer Aspire netbook. It's my "couch machine". I wouldn't try the server, because I know my machine doesn't meet specs, since it runs WindowsXP.
A lot of netbooks are just laptops with a small screen and small keyboard. Don't get caught up on the format.
Read the system requirements for whatever version of Domino/Notes you're installing. They're in the release notes. Then read the specs on the machine. Those will provide your answer.
